새만금군산경제자유구역청(이하 경자청)은 경제자유구역에 대한 투자절차 및 지원제도, 투자유치 매뉴얼 등 투자유치에 관한 5종의 책자를 발간했다.
이번에 발간된 책자는 ‘SGFEZ 투자를 도와드립니다’, ‘SGFEZ에 투자유치 전략’, ‘SGFEZ 투자가이드’, ‘SGFEZ 투자유치 매뉴얼’, ‘투자유치 법령집’ 등으로 구성됐다.
특히 지난 2년 동안 경자청 투자유치 담당자들이 자체 워크숍 및 연구 동아리를 통해 초안을 마련하고 투자유치 전문가들로 구성된 자문위원들의 의견을 수렴해 완성도를 높였다.
이 책자들은 투자유치 업무를 담당하는 공무원들에게 새만금과 경제자유구역에 대한 이해를 높이고, 투자자와 일반인들에게 새만금군산경제자유구역(이하 SGFEZ)을 소개할 목적으로 발간됐다.
투자유치관련 제도를 비롯한 다양하고 풍부한 정보를 담고 있어 투자유치 담당 공무원의 전문성 교육 및 투자 상담, 투자자들의 정보제공 자료로 활용도가 높아 관계기관들의 수요가 급증하고 있다.
특히 국무총리실∙지식경제부∙한국농어촌공사∙전북개발공사 등 유관기관에 책자를 배부한 결과, 직원 연찬∙해외 IR 등에 활용할 목적의 추가 수요가 발생해 3회 증보판까지 제작해 제공했다.
경자청은 이번 책자 발간을 통해 투자유치 업무 노하우 축적 및 담당 공무원들의 업무능력 제고는 물론 수요자 중심의 책자를 만들었다는 평가를 받고 있다.
아울러 타 지자체나 정부기관에서 전문책자를 제작할 때 적잖은 예산을 들여 외부기관에 용역을 맡기거나 전문가의 손을 빌리는 경우가 많은데 비해, 이번 경자청의 자체적인 책자발간은 예산절감의 우수 사례로도 꼽히고 있다.
책자 중 첫 번째로 제작된 ‘SGFEZ 투자를 도와드립니다’라는 투자유치 업무를 담당하고 있는 공무원들의 자체 역량강화를 위해 제작됐으며, 새만금특별법 및 경제자유구역 특별법 등에 의해 확보된 타 지역과 차별화된 미래비전∙지구별 개발계획∙지원제도 등 SGFEZ만의 투자매력에 대한 내용을 담고 있다.
또한 ‘SGFEZ 투자유치 전략’은 경자청의 투자유치 전략이 주된 내용으로, 새만금 방조제 완공과 새만금산업단지 및 관광단지 조성에 맞춰 타깃 업종별 산업동향∙정부정책∙지역의 잠재력 등을 분석해 투자유치전략을 제시했다.
이는 중앙정부의 새만금 투자유치 마스터플랜에 기초 자료로 사용될 정도로 경자청의 투자유치에 대한 많은 노력을 엿볼 수 있다.
이와 함께 ‘SGFEZ 투자가이드’는 SGFEZ에 관심을 가지고 있는 실질적인 투자자를 대상으로 투자 상세정보를 제공하고 있으며, ‘SGFEZ 투자유치 매뉴얼’은 투자유치담당 공무원들이 현장에서 많은 투자자 및 일반인들을 만나면서 자주 궁금해하는 사항에 대한 Q&A가 주된 내용이다.
