강봉균 의원과 조경태 의원이 공동 주최한 ‘미래 그린 상용차(FGCV: Future Green Commercial Vehicle) 부품산업 육성 포럼’이 지난 16일 국회의원회관 1층 대회의실에서 성황리에 개최됐다.
이번 포럼에는 최경환 지식경제부장관, 김영환 국회 지식경제위원장을 비롯한 중앙부처 관계자 및 국내 관련 전문가 등 500여명의 관계자가 참석했다.
이날 포럼은 우리나라 상용차산업의 국가적 경쟁력 확보 방안과 FTA시대에 고부가가치 수출산업으로 육성할 수 있는 방안을 모색하고자 마련한 것이다.
강봉균 국회의원은 인사말을 통해 국내 상용차산업이 선진국들에 비해 핵심부품의 개발기술이 부족한 실정이고 개도국에게는 가격경쟁에서 어려움이 있음을 언급하며, 승용차를 수출산업으로 육성하는데 성공한 우리나라를 앞으로 상용차도 중요한 수출산업으로 육성할 잠재력이 있음을 강조해 상용차 산업의 국가적 육성정책과 지원을 역설했다.
조경태 국회의원도 상용차산업이 공공성과 공익성이 높고 인간의 삶과 밀접한 관계가 있는 산업으로 지속성장이 가능하기 때문에 선제적 기술 개발을 통해 기존 상용차부품의 수입대체를 주도하고 국가 경쟁력 제고 등 국가 경제활성화에 이바지 할 필요가 있음을 강력히 언급했다.
또한, 김영환 국회 지식경제위원장은 “상용차 부품산업의 육성과 경쟁력 향상을 위해 제도적 뒷받침 등 모든 노력을 기울일 것”을 약속했다.
최경환 지식경제부장관은 “상용차가 승용차와 동등 기술이라는 잘못된 인식과 경제적인 파급효과가 상대적으로 적다는 이유로 국가적인 관심과 기술개발에 대한 지원이 원활이 이루어지지 못해 선진국과의 기술격차가 점차 커지고 있다”고 지적했다.
이어 “이에 따라 상용차 부품 산업을 전략적인 수출 품목 산업으로 육성하는 것이 중요하며 이를 위해 관련 산업의 체질 개선이 시급하다”라며, “이를 위해서는 산∙학∙연∙관 등의 긴밀한 협력을 통해서만 지금 우리 자동차 산업이 직면하고 있는 불확실성을 도약을 발판으로 바꿀 수 있다”고 강조했다.
김완주 전북도지사는 “FTA 시대를 맞아 수출 전략형 미래 그린 상용차 부품산업을 위한 국가적 정책과 지원전략이 필요한 시기임을 강조하며 전북은 중대형 산용차의 93%를 생산하는 집적화 단지로 미래그린 상용차 부품산업 육성에 좋은 여건을 갖춘 지역”임을 역설했다.
주제발표에서는 산업연구원 이항구 팀장과 자동차부품연구원 이춘범 센터장이 각각 ‘상용차 산업의 현황 및 전망’과 ‘그린 상용차 기술동향과 육성정책’에 대해 발표했다.
이를 통해 우리나라 그린 상용차 부품산업의 기술 청사진을 제시하고, 향후 연구기반 및 기술개발 방향에 대해 역설했다.
토론은 전북대학교 양성모 교수를 좌장으로 우태희 지식경제부 주력산업정책관, 황용서 현대자동차 전무, 김관규 타타대우상용차 전무, 이홍구 두산인프라코어 전무 등의 전문패널 7명이 참석해 국내 상용차 산업의 현주소를 진단하고 앞으로 나아가야 할 방향에 대해 심도 있는 토론이 이뤄졌다.
