군산시의회 이복 의원(나운1∙2동)이 농정업무 부서의 이원화로 업무혼선과 농정민원 불편 초래에 따라 조속한 통합을 촉구했다.
이복 의원은 25일 군산시의회 제147회 임시회 5분 발언에서 “현재 농정업무와 관련해 군산시는 본청 항만경제국에 일반행정 업무를 담당하고 있는 농정과와 농수산물유통과를 두고 있으며, 연 구 및 지도업무를 담당하고 있는 농업기술센터 등 3개 부서로 나눠져 있다”고 말문을 열었다.
이어 “이들 3개 부서는 일부 업무의 중복 및 비효율을 겪고 있으며, 농업관련 예산의 분산집행으로 대규모 농업관련 사업 추진시 어려움을 겪고 있다”며, “특히 농업기술센터의 경우 지도 및 연구직 위주로 운영되다 보니 조직의 다양성이 부족해 조직발전에도 상당한 저해를 끼치고 있는 실정”이라고 지적했다.
이에 반해 “이미 전국 46개 지자체가 농정부서를 통합해 운영하고 있으며, 전라북도도 익산시를 비롯 5개 시군이 조직개편을 마무리한 상태”라며, “이처럼 농정관련 부서의 통합은 시대적 흐름으로 통합운영으로 농업관련 사업의 대형화 및 확대를 꾀해야 한다”고 강조했다.
이 의원은 “아울러 인적자원의 다양한 교류로 직렬간 업무소통 및 효율적 인력관리가 가능하다고 생각한다”며, “하루빨리 군산시는 3개 부서의 통합을 추진해 주실 것”을 촉구했다.
