저소득층 도시가스 공급 지원조례 제정 촉구

군산지역 저소득층 도시가스 공급을 위한 지원 조례가 제정되야 한다는 목소리가 시의회에서 공식 제기됐다.

군산시의회 최인정(수송/흥남동) 시의원은 10일 제146회 임시회 5분 발언에서 “사회적 약자인 저소득층의 생활실태는 도시가스 설치비가 없어 겹겹이 깔아놓은 이불과 전기장판 하나에 의존하고 있는 현실”이라고 지적했다.

이어 “군산시 도시가스 보급 대상세대를 살표보면 공동주택을 제외한 단독주택은 2만8,000여 세대이며, 도시가스 보급률은 2010년 현재 8,500여 세대에 공급되어 30% 정도로 조사됐다”며, “단독주택에 대한 전 가구 수혜를 위해서는 이에 따른 공급사업 지원조례를 제정해 지원하는 방안이 강구되야 한다”고 촉구했다.

아울러 “소외계층에 대한 세심한 조사를 바탕으로 이에 대한 지원방안을 우선 강구해야 하며, 소외지역 선투자가 불가능 할 경우 타 시의 조례를 참조해 보조금 신청 등 대책마련을 시도해야 한다”며, “그 방법으로 전북도와 협의해 군산 도시가스 요금조정으로 인한 재원마련과 군산시의 도시가스 설치 선투자 보조에 관한 조례제정 등을 들 수 있다”고 밝혔다.

최 의원은 “저소득층 도시가스 지원방향을 강구하는 것은 미래 지향적인 대책이 될 수 있다”며, “군산시는 더 이상 소외계층 시민들의 어려움을 외면하지 말고 적극적이고 효율적인 방안을 빠른 시일내에 강구해 달라”고 주장했다.
