시의회, 4대강 전면 재검토 결의안 채택

군산시의회(의장 고석강)가 정부의 4대강 사업 전면 재검토를 촉구하는 결의안을 채택했다.

이번 결의안은 31일 열린 제143회 임시회에서 서동완 시의원의 제안으로 채택된 가운데 결의안에서는 “4대강 사업 추진으로 인한 막대한 예산소요와 국민 분열 등을 미연에 방지하자”고 밝혔다.

시의회는 “정부는 22조원이 넘는 천문학적 규모의 국민세금이 투입되는 4대강 살리기 사업을 2012년까지 국정과제로 추진하고 있다”며, “정부는 4대강 사업이 홍수를 조절하고 강을 살리는 길이라고 말하지만 시민단체, 종교계를 비롯한 많은 국민들이 4대강 사업으로 인해 오히려 환경재앙이 닥칠 것이라고 우려하고 있다”고 강조했다.

이어 “이러한 수많은 논란에도 불구하고 정부는 수년에 걸친 조사로도 모자랄 환경영향평가를 고작 4개월 만에 날림으로 진행하고 실시설계도가 나오기도 전에 급히 공사를 강행하고, 수리모형실험마저 무시한 채 보 설치 공사를 강행하고 있다”며, “또한 제대로 된 문화재 조사 없이 진행된 공사로 인해 값을 매길 수 없는 문화재들이 파괴되거나 수몰될 위기에 처해있다”고 우려했다.

이에 “군산시의회는 4대강 사업을 전면 중단하고 재검토하여 합리적인 해결책을 찾아낼 것을 촉구한다”며, “이를 위해 시민단체, 종교계 등 각계각층이 참여하는 4대강 사업 재검토를 위한 범사회적 논의기구를 구성할 것”을 촉구했다.
