민주당, 제6대 시의회 전반기 부의장에 조부철 의원 추천

막판 단일화 실패, 표결 끝에 결정

향후 당내 갈등 우려 대두돼

민주당의 제 6대 군산시의회 전반기 부의장 후보로 조부철(3선) 의원이 확정됐다.

민주당 소속 군산시의원 19명은 3일 오후 시내 모처에서 의원총회를 열고 부의장 출마의사를 밝힌 강태창, 진희완, 조부철 3명의 의원을 놓고 투표를 실시해 조 의원을 부의장 후보로 결정했다.

조 의원은 5일 오전 실시되는 군산시의회 임시회 본회의장에서 전체의원 표결을 남겨두고 있으나 24명의 시의원 중 민주당 소속 의원이 19석을 차지하고 있기 때문에 돌발 변수가 없는 한 부의장 당선이 확실시 되고 있다.

이로써 민주당 소속 제 6대 시의회 전반기 의장 후보로 고석강(4선) 의원, 부의장은 조부철 의원이 확정되면서 사실상 의장 부의장 선출이 완료 국면에 접어들었다.

하지만 민주당 시의원들이 부의장 후보 선출과정에서 끝내 단일화에 실패해 표결을 거친데다 표결 결과 역시 당론을 구심점으로 의원들이 결집했다고 보기에 다소 무리가 있다는 분석이 대두되고 있다.

이에따라 부의장 투표와 상임위원장 투표결과에 따라 절대 다수 의석을 차지하고 있는 민주당 소속 의원들간 당내 갈등은 물론 민주당 대 타 정당 및 무소속 의원들과의 불협화음도 배제할 수 없게 됐다.
